Create Separate Role Option for Payment Methods

Would like the ability to have the option to add payment methods on a customer account be its own role option. By doing this, it allows for agents to update information on the customer and enroll them in autopay, but also enforces the ability for them to NOT take a credit card over the phone. They must send the customer a link to enroll. Taking credit card numbers over the phone puts PCI in scope for the agent company.
