Limit the number of billing contacts to 4 to prevent automated email errors

Since only 5 emails can send at one time, users should see a warning when they add more than 4 billing contacts. Users see an error when they attempt to manualy send an email to more than 5 recipients, but automated emails fail to send with no explanation.
