Signup Pages: Restrict signup availability

It would be useful to restrict the countries from which signups are allowed to accommodate governmental/policy restrictions. For example, I only allow signups for a given product in the US and Canada; my options are either to allow all signups and then cancel service for anyone outside those locations, or to disallow self-signup, instead sending customers to the appropriate signup page.
