Capture signup information and notify when a new customer has a failed payment
Currently when a customer attempts to use a signup page and has a failed payment, there's no visibility or notification and these opportunities could be lost. A notification, or creating a customer labeled with missing payment information would be helpful

KenSeems like the Customer should be created and it should be treated like any other failed payment so there's visibility and it fits within the existing process for other failed payments.
