Convenience fees

Enable the ability for the fee to be more specific. For example, for the the fee to be for only customers NOT on auto pay? Therefore, a customers paying with credit card would have the fee of lets say 2%, but if they are on autopay they would not have that fee. This would be a great incentive for people to go on auto pay.
