Metadata should be editable via API even if invoice is closed

Editing metadata on an invoice should be always allowed, even if the invoice is closed, since there are many cases (integration w/ other SaaS systems, maintainence, etc) that could require editing of non-"invoice" essential metadata and don't require re-opening the invoice
