Allow customers to make partial payments

From the client portal, customers should be able to initiate a partial payment. This is different from a payment plan. Perhaps their immediate cash needs are a one-off event that does not require a payment plan but rather pay what they can now.

This feature is already supported. You can allow your customers to make partial payments in Settings > Customer Portal.
